I use them like bookmarks. When I favorite something it means I found it interesting or remarkable but not necessarily that I agree with it or endorse it.

Upvotes

is what I try to use for the later and I do so quite liberally. Please keep in mind that sometimes comments change and even submissions can be modified after the upvote happened.

Downvotes

rarely. Very rarely, indeed. I think downvotes are useful but they should cost the downvoter some small amount of karma, like they do on Stackoverflow, so that people only downvote when they really mean it.

Flags

even more rarely and only when I think a submission or comment could cause tangible harm. Historically doxing, malware and scams.

Vouches

never so far, maybe someday...
